What is a PLA?

A Project Labor Agreement (PLA) is a special agreement made before a big construction project starts.  It’s a deal between the company managing the project and the labor unions that represent construction workers

In simple terms: It sets the rules for how workers will be hired, paid, and managed on that specific project.

A PLA usually covers: 
wages and benefits, work rules, How disputes are handled and a promise not to strike or lock out workers during the project.

So basically, a PLA is a pre-arranged labor contract for one specific construction job to make sure everyone follows the same rules from day one while avoiding delays and keeping projects running smoothly.
